\'We should improve standards for evaluating scientific and technological innovations and mechanisms for rewarding such innovations and applying them to production.\' Enterprise technological innovation capability is mainly composed of enterprise information level, technological innovation management capability, technological innovation investment capability and technological innovation achievement capability, and on this basis constructs the enterprise technological innovation capability evaluation index system. By using analytic hierarchy process by means of non-dimensional quantities of original data, determination of weight coefficient and comprehensive evaluation value to comprehensively evaluate state-owned enterprise technological innovation capability. This method is concise and intuitional, conclusion clear so as to avoid decision maker\'s subjective randomness and improving objectivity.
