This article proposes the system requirements on the innovation management of civil servants\' administrative competence through an explanation of the history and vision of the construction of civil servants\' administrative competence in and outside China. It states the requirements on process, and further on structure in terms of Chinese civil servants\' administrative competence, and eventually proposes three \"trusts\"-trust on assessment system, trust on assessment standard and trust on assessment objectives-that shall be fully understood during the construction of civil servants\' administrative construction, in order to lay a foundation for the system\'s maturity.
