Focusing on the Development of inter-disciplinary talent of intellectual property professionals

On May 29, 2026, the establishment conference of the Talent Development Professional Committee of the Patent Protection Association of China (PPAC) and the first meeting of the committee were held in Beijing. Vice President and Secretary-General Lei Xiaoyun attended the meeting and delivered a speech.

Currently, China’s intellectual property sector is at a critical stage of transition from “quantitative accumulation” to “qualitative improvement.” After more than four decades of development, the country has established a relatively comprehensive system of professional system and disciplines in the field of intellectual property, with a significantly expanded talent pool and a continuously optimized structure. As the new round of technological revolution and industrial transformation deepens, new technologies, business models, and operational paradigms continue to emerge, the needs for high-level, multidisciplinary intellectual property professionals equipped with cross-disciplinary integration capabilities, international perspective, and practical experience increase urgently. Patent Protection Association of China, as a national, professional industry association, is fully leveraging its role as an industry hub to establish the Talent Development Professional Committee. The committee aims to integrate resources from government, industry, academia, research, and end-users to systematically address the mismatch between talent supply and demand in the industry, thereby providing a solid talent foundation for building China into a leading intellectual property powerhouse and driving industrial innovation and development.

Regarding the future direction of the committee, Lei Xiaoyun outlined three expectations in her opening remarks: First, to elevate political awareness and guide talent across the industry to actively integrate into national development strategies; second, to deepen practical content by designing differentiated curricula for personnel at various levels, innovating teaching methods, conducting in-depth field research at the front lines, and precisely matching talent with industry needs; third, to collaboratively build an ecosystem by actively aligning with the national talent system, integrating the strengths of universities, enterprises, and service providers, and constructing an open and mutually beneficial talent ecosystem to effectively provide high-quality talent services to member organizations.

The conference announced the official approval document for the establishment of the Talent Development Professional Committee. Following an election, Huang Can, Co-Director of Institute for Intellectual Property Management, School of Management, Zhejiang University, was elected as the first Chair of the committee. Over 40 experts from Tsinghua University, State Grid, China Mobile, China State Shipbuilding Corporation, Zhongzhi Certification, IP Future, and Beijing Guozhihe Innovation and Intellectual Property Academy, among others, were appointed as vice chairs and committee members. At the first plenary meeting, the committee members reviewed and approved the Working Procedures of the Talent Development Professional Committee and its key work plan.Moving forward, the committee will focus on core tasks including cultivating interdisciplinary intellectual property talent, developing industry standards, and facilitating talent exchange and cooperation, thereby injecting new professional momentum into the high-quality development of China’s intellectual property sector.
